Mayor Sheila Williams called the meeting to order and Commissioner Weaver offered invocation. Tracy Sullivan, Town Clerk called the roll.
Commissioner Gibson, Commissioner Jenkins, Commissioner Weaver, Commissioner Humphrey and Commissioner Hamm. Town Administrator, Robert Masters was also present.
a. Michelle Grant, Munix Plus LLC, gave a financial update for year ending June 30, 2008.
b. Commissioner Gibson made the motion to adopt the Authorizing Resolution regarding the Preliminary Engineering Report Project Budget. The motion was seconded by Commissioner Humphrey. The motion carried.
c. Robert Masters and Robert Smith reported to the Board that they would be working on a policy concerning maintaining private ditches. Robert Smith informed the Board that most Municipalities did not maintain ditches on private property and that doing so would result in major liability issues that would be harmful to the Town and its employees.
d. Robert Masters briefed the Board on the Planning Board Meeting held on August 15, 2008. He also explained the Land Use Concept Paper to the Board of Commissioners.
e. Robert Masters informed the Board that he had directed Robert Smith to cut off the metered tap located on Don Davis’ property due to the lack of sufficient water pressure to other residents on this water line. Mr. Masters had a water meter installed on the fire hydrant to allow Don Davis to purchase water from the Town of Sharpsburg for agricultural purposes.
Mr. Davis advised the Board that he had a verbal agreement with Becky Maynard and William Pittman that he would use water from this hydrant without incurring any charges from the Town until he recovered the cost of having the fire hydrant and water line installed.
Commissioner Gibson made the motion to cut off the metered tap and at the Town’s cost install a meter and backflow preventer on the fire hydrant for Don Davis to purchase water from. Commissioner Jenkins seconded the motion. The motion carried.
Commissioner Jenkins made the motion to go into closed session to discuss real property by purchase pursuant N.C.G.S.143-318.11 (a)(5). Commissioner Weaver seconded the motion. The motion carried.
Commissioner Humphrey made the motion to return to open session. Commissioner Jenkins seconded the motion. The motion carried.
Commissioner Humphrey made the motion to authorize Robert Masters to negotiate options to purchase the property from Chloe Harper. Commissioner Weaver seconded the motion. The motion carried.
