Mayor Sheila Williams called the meeting to order and Commissioner Weaver offered invocation.  Tracy Sullivan, Town Clerk called roll.

COMMISSIONERS PRESENT

Commissioner Humphrey, Commissioner Gibson, Commissioner Jenkins, Commissioner Weaver and Commissioner Hamm.  Town Administrator, Robert Masters and Town Attorney, David Orcutt were also present.

Phyllis Pearson of Petway, Mills and Pearson presented the 2007-2008 Audit.

OLD BUSINESS

a. Michelle Clements of The East Group gave an update on the adjustments needed on the PER.

Mr. Masters stated that if the Town wanted to take advantage of the Grants then it could not be

put off any longer.  He also stated that small snags could not be allowed to stop a project from proceeding.

b. Presentation by Pete Harbin of Carina Technologies.

Commissioner Humphrey made the motion to lease 50 electric meters from Carina Technologies.  Commissioner Gibson seconded the motion.  The motion carried

Commissioner Humphrey made the motion to sign the Software License Agreement with Carina Technologies.  Commissioner Gibson seconded the motion.  The motion carried.

c. Commissioner Humphrey made the motion to change the meeting date for October until October 7, 2009 and the November meeting will not be held in the Fire Department.  Commissioner Gibson seconded the motion.  The motion carried.

NEW BUSINESS

a. Commissioner Gibson made the motion to table the water/sewer increase and the 1-2009 budget amendments. The motion was seconded by Commissioner Humphrey. The motion carried.

b. No resolution was made on the Carolina Insulation sewer issue due to the fact that it was undetermined if the building was connected to Town sewer.

c. Commissioner Weaver made a motion to take a five minute recess.  Commissioner Humphrey seconded the motion.  The motion carried.

CLOSED SESSION

Commissioner Gibson made the motion to go into closed session to discuss personnel issues and to receive legal advise from the Town Attorney.  Commissioner Jenkins seconded the motion.  The motion carried.

Commissioner Weaver made the motion to maintain Sgt. Griffin’s status as a non-supervisory employee until further notice.  Commissioner Humphrey seconded the motion.  The motion carried.

OPEN SESSION

Commissioner Jenkins made the motion to return to open session.  The motion was seconded by Commissioner Weaver.  The motion carried.

ADJOURNMENT

Commissioner Weaver made the motion to adjourn the meeting. Commissioner Jenkins seconded the motion.  The motion carried.
