Mayor Sheila Williams called the meeting to order and Commissioner Weaver offered invocation.  Commissioner Humphrey called the roll.

COMMISSIONERS PRESENT

Commissioner Humphrey, Commissioner Gibson, Commissioner Hamm, Commissioner Jenkins, and Commissioner Weaver.  Town Attorney, David Orcutt was also present.

CLOSED SESSION

Commissioner Humphrey made the motion to go into closed to discuss personnel matters.  Commissioner Weaver seconded the motion.  The motion carried.

David Orcutt, Town Attorney informed the Board that the DA would be at the May 5, 2009 meeting in reference to Frank Griffin.

OPEN SESSION

Commissioner Humphrey made the motion to go into open session.  Commissioner Weaver seconded the motion.  The motion carried.

Commissioner Weaver made the motion to schedule a special meeting on April 27, 2009 to discuss personnel matters.  Commissioner Humphrey seconded the motion.  The motion carried.

UNFINISHED BUSINESS

Commissioner Humphrey made the motion to adopt the Resolution Authorizing Director of Electric Department and Mayor to execute documents in connection with lease agreement with LeaseSouth, LLC.  Commissioner Gibson seconded the motion.  The motion carried.

Commissioner Hamm made the motion to accept the street paving bid from Weaver’s Asphalt for the total amount of $46,000.00.  Commissioner Jenkins seconded the motion.  The motion carried.

Commissioner Gibson made the motion to approve the 2009 Audit Contract with Pettway, Mills and Pearson.  Commissioner Humphrey seconded the motion.  The motion carried.

Commissioner Jenkins made the motion to adopt the revised personnel policy effective July 1, 2009.  Commissioner Weaver seconded the motion.  The motion carried.  Opposed = Humphrey

The hiring freeze is in effect until further notice.

Commissioner Humphrey made the motion to table the vehicle use policy until April 27, 2009.  Commissioner Gibson seconded the motion.  The motion carried.

NEW BUSINESS

Commissioner Gibson made the motion to approve the 2009-03 Budget Amendment. The motion was seconded by Commissioner Jenkins. The motion carried.  Opposed=Humphrey

Commissioner Weaver made the motion to adopt the Resolution Recommending Evaluation of Traffic Safety on US 301 at East Main Street by the Dept. of Transportation.  Commissioner Hamm seconded the motion.  The motion carried.

Commissioner Humphrey made the motion to table the revision of the Utility Billing and Collection Procedures until April 27, 2009.  Commissioner Jenkins seconded the motion.  The motion carried.

Commissioner Gibson made the motion to approve a payment of $10,000.00 to The East Group for the CIP project.  Commissioner Jenkins seconded the motion.  The motion carried.
