Mayor Sheila Williams called the meeting to order and Commissioner Weaver offered invocation.  Tracy Sullivan, Town Clerk called the roll.

COMMISSIONERS PRESENT

Commissioner Humphrey, Commissioner Gibson, Commissioner Jenkins, Commissioner Hamm and Commissioner Weaver.  Town Administrator, Robert Masters and Town Attorney, David Orcutt were also present.

UNFINISHED BUSINESS

Commissioner Hamm made the motion to adopt the proposed vehicle use policy.  Commissioner Humphrey seconded the motion.  The motion carried.  Opposed = Weaver

Commissioner Gibson made the motion to schedule budget workshops on May 7, 14 and 21, 2009 from 6:00pm until 8:00pm and to hold the public hearing on June 2, 2009.  Commissioner  Jenkins seconded the motion.  The motion carried.

CLOSED SESSION

Commissioner Gibson made the motion to go into closed session to discuss personnel matters and to consult with the Town Attorney on a legal matter.  Commissioner Humphrey seconded the motion.  The motion carried.

During closed session the Mayor informed the Board that an applicant for the finance position declined a second interview.

Mr. Orcutt and the Board discussed the General Statutes concerning Utility Billing and Collection Procedures for the Town.

OPEN SESSION

Commissioner Jenkins made the motion to return to open session.  Commissioner Hamm seconded the motion.  The motion carried.

Commissioner Humphrey made the motion that effective June 1, 2009, utility bills would be due by 5:00pm on the 10^th of each month with no late fee.  Utility bills not paid by 5:00pm on the 21^st of each month would be disconnected on the 21^st and charged an $85.00 penalty.  Commissioner Gibson seconded the motion.  The motion carried.
