Mayor Sheila Williams called the meeting to order and Pastor David West offered invocation.  Tracy Sullivan, Town Clerk called the roll.

COMMISSIONERS PRESENT

Commissioner Humphrey, Commissioner Gibson, Commissioner Jenkins, and Commissioner Weaver.  Town Administrator, Robert Masters was also present.

APPROVAL TO PAY THE BILLS

Commissioner Humphrey made a motion to approve to pay the bills.  Commissioner Weaver seconded the motion.  The motion carried.

APPROVAL OF THE MINUTES

Commissioner Humphrey made the motion to approve the minutes of the Regular Meeting held on April 7 and April 21, 2009 and Special Meetings held on April 2 and 27, 2009. The motion was seconded by Commissioner Gibson.  The motion carried.

Tracy Sullivan, Finance Officer reported the Bank Balances.

Michelle Clements from the East Group gave the Board and citizens an update on the CIP/PER/Sewer Project.

CITIZENS PETITIONS AND COMPLAINTS

Joseph Strachan – Mr. Strachan stated he was in favor of increasing the age limit on mobile homes that are allowed to move into Sharpsburg.  He also praised the Police Department for doing a good job.

NEW BUSINESS

a. Commissioner Gibson made the motion to hold a Public Hearing on June 2, 2009 at 7:30pm in reference to the recommendations made by the Planning Board: Zoning Change allowing double wide mobile homes on Batchelor Road and a zoning ordinance amendment concerning age requirements of single wide mobile homes. The motion was seconded by Commissioner Weaver. The motion carried.

b. Commissioner Gibson made the motion to adopt the 2009 Resolution on the Spending of Federal Economic Renewal Grants.  Commissioner Jenkins seconded the motion.  The motion carried.

Commissioner Weaver made a motion to hold budget workshops on May 7, 12, and 20, 2009 and to hold a special meeting to present the budget to the public on May 26, 2009 at 6:00pm.  Commissioner Jenkins seconded the motion.  The motion carried.

CLOSED SESSION

Commissioner Humphrey made the motion to go into closed session to discuss personnel issues.  Commissioner Gibson seconded the motion.  The motion carried.

OPEN SESSION

Commissioner Gibson made the motion to return to open session.  Commissioner Weaver seconded the motion.  The motion carried.
