Special Meeting Minutes for May 26, 2009

Mayor Pro Tem Becky Humphrey called the meeting to order and Commissioner Weaver offered invocation.  Cindy Johnson called the roll.

COMMISSIONERS PRESENT

Commissioner Gibson, Commissioner Jenkins, Commissioner Hamm and Commissioner Weaver.  Town Administrator, Robert Masters was also present.

PRESENTATION OF THE 2009/2010 BUDGET

Mr. Masters presented and explained the 2009/2010 proposed budget.

Major points stated by Mr. Masters:

  1. Beasley Park is not funded.
  2. Finance Officer Position funded
  3. Town Administrator/Town Planner Position funded.
  4. Garbage rate increased from $12.25 to $20.00 per month
  5. Recycle rate increased from $4.50 to $8.00 per month
  6. Electric rate increased by 6%
  7. Water rates increased by 11.5%
  8. Sewer rates increased by 7.41%
  9. Water tower maintenance funded.


Board discussion:

  1. The cost of obtaining a Town Attorney.
  2. The City of Rocky Mount’s rate increase on water and sewer.
  3. Cecil Williams – Jordan Road project
  4. LGC meeting on June 4, 2009 in reference to the sewer grant.
  5. The correction of utility billing procedures to include a 10 day grace period.
  6. Commissioner Hamm approved the purchase of a new mosquito sprayer.
  7. Transfers from the enterprise funds.
  8. Reducing or terminating Chief Bissette’s vehicle allowance and/or gas card.
  9. Electric substation maintenance contract with Progress Energy.


After much discussion Commissioner Jenkins made the motion to move $7,200.00 from police vehicle allowance to the contingency fund in the same department.  Chief Bissette is authorized to drive any police vehicle and he is allowed to keep the gas card effective July 1, 2009.  Commissioner Hamm seconded the motion.  Commissioners Jenkins, Hamm and Gibson voted in favor and Commissioner Weaver voted against.

Commissioner Weaver made the motion to place the proposed 2009/2010 budget on display for Sharpsburg Citizens for 30 days and hold the public hearing on June 25, 2009 at 6:30pm.  Commissioner Jenkins seconded the motion.  The motion carried.
