Mayor Shiela Williams called the meeting to order and Commissioner Weaver offered invocation. Tracy Sullivan, Town Clerk called the roll.
COMMISSIONERS PRESENT
Commissioner Humphrey, Commissioner Gibson, Commissioner Jenkins, Commissioner Hamm and Commissioner Weaver. Town Administrator, Robert Masters was also present.
OPEN PUBLIC HEARING
Mayor Williams opened the Public Hearing concerning the rezoning of road front lots on Batchelor Road from R-8 to R-6 and also to change the text in the Zoning Ordinance to increase the age limit on mobile homes to 20 years.
Robert Masters explained both concerns to the public.
Cloe Harper – Ms. Harper was concerned that Sharpsburg was lowering its standards because of lost revenue. She stated that older housing could cause a need for increasing the Police force.
Joseph Strachan – Mr. Strachan was in favor of both issues.
CLOSE PUBLIC HEARING
There were no more comments from the public therefore Mayor Williams closed the Public Hearing.
Commissioner Gibson made the motion to rezone the road frontage property on Batchelor Road to R-6. Commissioner Hamm seconded the motion. The motion carried.
Commissioner Gibson made the motion to increase the age limit of single wide mobile homes to 20 years. Commissioner Hamm seconded the motion. The motion carried.
APPROVAL TO PAY THE BILLS
Commissioner Humphrey made the motion to approve to pay the bills. Commissioner Gibson seconded the motion. The motion carried.
APPROVAL OF THE MINUTES
Commissioner Hamm made the motion to approve the minutes of the Regular Meetings held on May 5, and May 19, 2009 and the Special Meetings held on May 7, 12, 21 and 26, 2009. The motion was seconded by Commissioner Weaver. The motion carried.
Tracy Sullivan, Finance Officer reported the Bank Balances.
CITIZENS PETITIONS AND COMPLAINTS
Joseph Strachan – Mr. Strachan inquired as to when the ditch repair on his property would be complete.
Commissioner Weaver and Commissioner Hamm suggested that the work be contracted out.
Julie Bolinger of the Department of Transportation presented an update on the transportation planning for Edgecombe County.
NEW BUSINESS
a. Commissioner Jenkins made the motion to approve the proposed Fire Contract. The motion was seconded by Commissioner Weaver. The motion carried.
b. Commissioner Weaver made the motion to adopt the Resolution Authorizing the Disposition of Certain Surplus Property by Public Auction. Commissioner Jenkins seconded the motion. The motion carried.
c. Commissioner Gibson made the motion to adopt the Interlocal Agreement between Nash County and the Town of Sharpsburg for Addressing Services. Commissioner Hamm seconded the motion. The motion carried.
d. Town Administrator, Robert Masters informed the Board that the Town Office was in need of a $3,000.00 security system. The Board agreed that it was in the Town Administrator’s authority to approve this purchase.
DEPARTMENTAL REPORTS
The departmental reports were canceled due to the time.
CLOSED SESSION
Commissioner Gibson made the motion to go into closed session to discuss personnel issues. Commissioner Jenkins seconded the motion. The motion carried.
OPEN SESSION
Commissioner Weaver made the motion to return to open session. Commissioner Jenkins seconded the motion. The motion carried.
Commissioner Weaver made the motion to rescind the previous vote to terminate the Police Chief’s vehicle allowance. Commissioner Jenkins seconded the motion. The motion carried.
