Mayor Sheila Williams called the meeting to order and Commissioner Weaver offered invocation.  Tracy Sullivan, Town Clerk called the roll.

COMMISSIONERS PRESENT

Commissioner Humphrey, Commissioner Gibson, Commissioner Hamm, Commissioner Jenkins, and Commissioner Weaver.  Town Administrator, Robert Masters was also present.

Commissioner Humphrey introduced Kristopher Gardner from Tharrington Smith L.L.P.

NEW BUSINESS

Commissioner Gibson made the motion to approve a payment of $10,000.00 for the CIP and a payment of $20,000.00 for the I&I Study to The East Group.  Commissioner Jenkins seconded the motion.  The motion carried.

The Board also acknowledged a payment of $538.30 to The East Group for a meeting held with Green Engineering in reference to the Jordan Road sewer project.

Commissioner Gibson made the motion to accept the proposal for Town Attorney services from Rose Rand and Wallace.  Commissioner Weaver seconded the motion.  Then motion carried Commissioner Humphrey opposed.

Commissioner Jenkins made the motion to adopt the Resolution to Finance Parks and Recreation Initiatives with Funds from the Sale of Surplus Property.  Commissioner Weaver seconded the motion.  The motion carried.

Commissioner Jenkins made the motion to adopt the Resolution to Finance Parks and Recreation Initiatives with Public and Private Funds.  Commissioner Hamm seconded the motion.  The motion carried.

Commissioner Weaver made the motion to accept the Independent Contractor Agreement with Carolina Opportunities, Inc. for Town Administrator services.  Commissioner Gibson seconded the motion.  Commissioner Humphrey opposed.  The motion carried.

CLOSED SESSION

Commissioner Gibson made the motion to go into closed session to discuss personnel matters pursuant to N.C.G.S. 143-318.11 (a)(6).  Commissioner Jenkins seconded the motion.  The motion carried.

The Board conducted an interview for the Finance Officer Position.

OPEN SESSION

Commissioner Gibson made the motion to authorize Robert Masters, Town Administrator to make Lenessa Hawkins an offer for the Finance Officer Position.  Commissioner Weaver seconded the motion.  The motion carried.

ADJOURNMENT

Commissioner Jenkins made the motion to adjourn the meeting. Commissioner Humphrey seconded the motion.  The motion carried.
